结合农村公共投资与城乡经济一体化的现实及其之间的内在逻辑关联,引出一个以两者为原型的社会投入与社会产出的效率问题。通过DEA模型的实证研究发现：农村公共投资作为一种稀缺社会资源投入,之所以没能得到城乡经济一体化这种社会产出的高效响应,原因并不是投资规模不足,而是耗散严重、管理效能低下。进一步以效率作为被解释对象,通过Tobit模型研究发现：农业发展壮大基础上的城镇化、工业化能有效改善农村公共投资的效率,但是以减少农业生产人口为特征的＂浅城镇化＂和以＂消灭农业＂为特征的扭曲的工业化则会损害农村公共投资的效率。

Based on the reality of public investment in rural areas and urban-rural economic integration as well as their associated logic,the efficiency issue was raised. Through DEA model empirical studies,it studied why rural public investment did not get efficient response from urban-rural economic integration,with the former regarded as scarce social resources,the latter as social output. The reason consists not in the investment scale,but in low administrative efficiency. Furthermore,through a Tobit model,outside factors influencing the efficiency was studied. It was found that urbanization and industrialization based on agricultural development can improve the efficiency of public investment in rural areas,but＂shallow urbanization＂characterized with reducing rural population and distorted industrialization characterized with eradicating agriculture will damage it.
