本文考察了外语、人才、外语人才现象，首次提出外语人才学与外语人才学哲学概念及其框架，并阐述了外语人才学和外语人才学哲学的理论价值和应用价值以及发展前景，开辟了语言学和人才学的新领域——外语学与外语人才学及外语人才学哲学。
本文攷察瞭外語、人纔、外語人纔現象，首次提齣外語人纔學與外語人纔學哲學概唸及其框架，併闡述瞭外語人纔學和外語人纔學哲學的理論價值和應用價值以及髮展前景，開闢瞭語言學和人纔學的新領域——外語學與外語人纔學及外語人纔學哲學。
본문고찰료외어、인재、외어인재현상，수차제출외어인재학여외어인재학철학개념급기광가，병천술료외어인재학화외어인재학철학적이론개치화응용개치이급발전전경，개벽료어언학화인재학적신영역——외어학여외어인재학급외어인재학철학。
The paper first examines the phenomena of foreign language, talents and foreign language talents. It primarily raised the foreign language talentology and the philosophy of foreign language talento- logical concepts and its frameworks. And it explained theoretical value, applied value and development prospects of the foreign language talentology and the philosophy of foreign language talentology. It opened up a new field of linguistics and talentology with foreign linguistics, foreign language talentology and phi- losophy of foreign language talentology.
