陕西作为＂丝绸之路经济带＂的＂新起点＂,应积极围绕政策沟通、设施联通、贸易畅通、资金融通、民心相通＂五个互通＂开展多项合作。以＂和而不同＂的东方思想为指导,形成基础设施先行、制度规范为纲、人文交流为本的＂以德相融＂的合作模式,通过完善交通网络、加强农业合作、建设综合信息平台、构建多边合作机制、打造区域金融中心、强化教育培训等多种合作路径,实现与＂丝绸之路经济带＂沿线国家和地区互联互通的包容、和平、发展、共赢。

협서작위＂사주지로경제대＂적＂신기점＂,응적겁위요정책구통、설시련통、무역창통、자금융통、민심상통＂오개호통＂개전다항합작。이＂화이불동＂적동방사상위지도,형성기출설시선행、제도규범위강、인문교류위본적＂이덕상융＂적합작모식,통과완선교통망락、가강농업합작、건설종합신식평태、구건다변합작궤제、타조구역금융중심、강화교육배훈등다충합작로경,실현여＂사주지로경제대＂연선국가화지구호련호통적포용、화평、발전、공영。
As the ＂new start point＂ of ＂Silk-Road Economic Belt＂, Shannxi should promote cooperation in terms of policy communication, facilities interconnectivity, trade unblocked, financial available, and public interlinked. Based on the eastern thought of ＂the harmony without being identical＂, the authors put forward the cooperation model about ＇integration to virtue＇, that is infrastructure first, system specification outlined, and culture exchanges centered. We should realize the inclusiveness, peace, development and win-win situation in the interconnectivity of ＂Silk-Road Economic Belt＂ related countries and regions by perfecting transportation network, strengthening agricultural cooperation, building comprehensive information platform, establish the multilateral cooperative mechanism, building the regional financial centers and enhancing education and training.
