分散的小规模经营是我国农产品质量安全问题产生的重要制度因素,农民合作社可以有效提高农民的组织化程度。本文以吉林省农民合作社为例,实证分析了农民合作社在农产品质量安全管理中的功能和运作机制。研究结果表明：农民合作社通过组织约束、利益驱动、技术和信息服务等诱导与约束机制发挥农业产前环节生产资料安全管理、农业生产过程中产品安全生产管理、农产品产后质量安全管理的功能,是农产品质量安全管理的有效主体。

The scattered small-scale operation is an important factor of system which leads to the safety problem of agricultural products. The farmer cooperatives can effectively improve the level of farmer organization. Taking farmer cooperatives in Jilin Province as example, the authors empirically analyze the function and operating mechanism of farmer cooperatives in the process of safety management of agricultural product. The results show that the functions of farmer cooperatives, such as the safety management of the productive material before the agricultural production, the safety management of product in the process of agricultural production and the safety management of the quality after the agricultural production, will be realized through the constrained mechanism of organization, the actuation mechanism of benefit, the service mechanism of technique and information and exterior operating mechanism. The farmer cooperatives are the most effective form in the process of safety management of agricultural products.
