转基因技术的飞速发展使印度成为了世界上第二大棉花的生产国和出口国，并产生了巨大的经济、社会和生态效益。印度对转基因生物的安全监管日趋谨慎和科学，架构了基础性法规、技术指南、保障立法为法律监管框架，形成了三层管理体系密切配合的监管体制。完善的审批系统、专门的咨询部门、高效的监督机构都是印度转基因生物安全监管部门的职能体现，对我国相关部门的职能建设有所裨益。

The rapid development of transgenic technology makes India become the world＇ s second largest cotton producer and exporter, and produces huge economic, social and ecological benefits. And India＇s supervision over the safety of genetically modified organisms becomes increasingly rigorous and scientific. The country has formulated a legal supervision framework made up of basic regulations, technical guidelines and the protection of legislation, which form a special framework in which three layers of management systems act in close coordination. Complete approving system, specialized consulting departments and highly effective supervising agencies are the embodiments of the functions of India＇s safety supervision departments to genetically modified organisms, which we believe will benefit for the function building of related departments in China.
