集体林权纠纷影响集体林的正常经营活动，降低资源配置效率，制约林农增收，影响社会和谐稳定。通过系统梳理集体林权纠纷的有关法律规定和政策文件，厘清解决林权纠纷的制度框架；并基于集体林权纠纷的解决实践，探析了纠纷解决面临的困境与成因。最后提出促进集体林权纠纷解决的对策建议，以期为解决集体林权纠纷提供一定的理论依据。

Property right conflicts of collective forest play negatives influence on normal collective forest manage- ment, reduce allocation efficiency of forest resource, restrict the increase of farmers＇ income, and does harm to so- cial harmony and stability. This paper clarifies institutional framework for solving property right conflicts of coUec- dye forest, by reviewing related laws, regulation, and policy documents. Based on the practice of solving property right conflicts, the paper analyses dilemmas for solving property right conflicts, and corresponding factors determine the dilemmas. The paper finally put forward suggestions to solve property right conflicts of collective forest, so as to provide theoretical references.
