政策执行难是阻碍我国学校体育改革与发展的沉疴与顽疾。运用文献资料调研、逻辑分析等方法,结合史密斯的政策执行过程模型,对我国学校体育政策执行中的困境进行分析,研究认为,学校体育政策执行是一项复杂、系统的综合性工程,政策本体的内在限制性因素、政策运行中治理结构的孱弱与执行工具的单一、目标群体利益选择的“短视性”与“自利性”倾向以及浮躁、急功近利的教育诉求对体育的倾轧等,都是我国学校体育政策执行中的重要掣肘因素。要突破政策执行困境,必须深刻认识学校体育变革的整体性、系统性和协调性,高位入手,顶层设计,形成具有耦合效应的学校体育政策体系;层级性治理、多属性治理与高位推动相结合,形成政策执行的整体性治理效应;丰富政策执行的手段,形成政策工具合力;推动政策教化常态化,寻求目标群体政策遵从的理性自觉;深化制度的改造与创新,优化学校体育政策执行环境等。

The difficulty of the policies implementation is a general chronic sickness impeding the reform and development of school physical education. Based on documents and logical anal- ysis, by means of the framework of Smith's policy-implementation-progress,this paper analy- zes the difficult position during school physical education policy' s implementation. The results show that the policy implementation in school physical education is a complex and systematic comprehensive project. The real problems in the progress of policy implementation include the inherent vulnerabilities of policy itself, the deficiencies of the governance structure and the sin- gle policy tool, the target group's short-sidedness and self-interest tendency, as well as physi- cal edueation' s being squeezed by fickle attitude and quick wins educational claims, etal. To break through those predicament, we must deeply unders,tand the wholeness and coordination, design and improve the policy system of physical education at top-level; combine hierarchical and multi-objective governance with impetus from higher-level authorities to create overall effect for policy implementation; enrich the toolbox of policy implementation and create joint forces ; contribute to the normalization of policy education and promote the target group to have rational consciousness of abiding by the new policy; deepen institutional reformation and inno- vation and optimize circumstances for the policy implementation of school physical education, et al.
