由于资源型企业自身的特点和科技创新的风险性，重庆很多资源型企业特别是小规模企业仍然存在着研发经费投入少、科技人员缺乏、生产技术落后等问题，阻碍着企业的转型和壮大，同时也造成资源开发利用方式粗放、生态环境破坏严重、地质灾害隐患突出等问题。以重庆的资源型企业为例，对企业科技创新绩效进行评价，发现重庆资源型企业科技创新绩效较差，需进一步提高科技创新能力。

Due to the characteristics of resource-based enterprise and the risks of technological inno- vation, many resource-based enterprises, especially the small scale ones in Chongqing, still have some problems, such as less investment of R＆D, lack of technological personnel and backward in skill, which hinder the transformation and growth of enterprises. Meanwhile, these problems cause many troubles such as extensive using of resource, serious eco-environment destruction, and geolog- ical disaster hazard and so on. The analysis shows that the technological innovation efficiencies of re- source-based enterprises are poor in Chongqing and the abilities of technological Innovation need to be improved.
