城镇化与新农村建设两大战略自提出以来,在实践上各自面临很多问题,因此需要把二者结合起来统筹考虑。总结新农村建设的经验教训,探索新型城镇化的实现路径,需要在认清二者之间关系的基础上,进一步探讨城镇化与新农村建设协调发展的机制,明确城镇化与新农村建设协调发展的实施框架。城镇化与新农村建设协调发展面临着一系列障碍因素：如制度性障碍要素、涉及现行的土地流转制度、人口流动制度、财政制度等;城市劳动力市场有效需求不足的制约;高成本城镇化的制约;政府机会主义的不利影响。实现城镇化与新农村建设的协调发展要以进行制度性变革作为首要前提,以推进农业现代化作为关键路径,以城乡一体化作为最终目标,走包容性的城镇化道路。

Urbanization and new rural construction is two strategies proposed by the Chinese government aims to achieve urban and rural harmonious development,in practice,each facing a lot of problems. Lessons learned from new rural construction,and explore path to the realization of new urbanization,it needs to clarify the relationship between urbanization and new rural construction,to find a breakthrough the urbanization and new rural construction coordination. Now it faces a number of obstacles factors： such as system obstacle,involving the current land circulation system,migration system,financial system,etc; insufficient effective demand of urban labor market; the high cost of urbanization; resources and environment carrying capability; the adverse impact of government opportunism. In order to achieve the coordinated development of urbanization and new rural construction,we should promote the reform as the most important prerequisite,promote agricultural modernization as a key route,urban- rural integration as the ultimate goal,inclusive urbanization as an effective way.
