质量保障是德国职前教师教育领域高度关注的核心理念,职前教师教育质量保障体系的建立和完善是德国职前教师教育发展趋势。根据德国联邦一级提出的职前教师教育质量保障政策,莱比锡大学对其内部的质量保障措施进行了改革和完善,成立教师教育与学校研究中心,建立自我评价和自我导向体系,开展能力倾向资格测试,采用新模式的第一次国家考试制度。借鉴德国经验,我国职前教师教育改革与发展应着手成立教师教育中心,确立内部评价与外部评价相结合的评价体系,推行能力倾向考查机制,完善以能力为导向的资格认证制度,建立政府与大学平等民主的合作保障关系。

Quality assurance is the concerned core concept in German pre-service teacher education. The establishment and improvement of quality assurance system are development trends in German pre-service teacher education. According to the quality assurance policy on pre-service teacher education proposed by the federal level of Germany, University of Leipzig has improved the measures of internal quality assurance, such as establishing Teacher Education and School Research Center, establishing self-evaluation and self-directed system, implementing the aptitude qualification test, using the new first national examination system and so on. According to the advantages and disadvantages of German reform, the reform and development of pre-service teacher education in China should start from establishing Teacher Education Center, developing a combined evaluation system with internal evaluation and external evaluation, promoting the investigation mechanism of aptitude, improving the competence-oriented certification system, and establishing the cooperative and democratic relationship between the government and the university.
