国家开放大学需要什么样的教育质量观?由于开放大学有着与普通高等教育不同的使命和职能,其教育质量观必然注入新的内涵。国家开放大学教育质量观,必须运用互联网思维,以开放性、合作性和创新性为核心理念,明确两个基本定位:一是社会需求导向定位,以大众教育和终身教育构成基本内涵,形成人人皆学、时时能学的教育特征,确立有别于精英教育培养目标和培养标准的教育质量观;二是办学特色定位,以网络教育、系统办学、整体效能、“跨界”产品和开放合作教育的办学特点,形成多层次、多样化的各类教育质量标准,确立开放大学面向大众教育和终身教育的教育质量体系,实现国家开放大学促进教育公平的新使命。
國傢開放大學需要什麽樣的教育質量觀?由于開放大學有著與普通高等教育不同的使命和職能,其教育質量觀必然註入新的內涵。國傢開放大學教育質量觀,必鬚運用互聯網思維,以開放性、閤作性和創新性為覈心理唸,明確兩箇基本定位:一是社會需求導嚮定位,以大衆教育和終身教育構成基本內涵,形成人人皆學、時時能學的教育特徵,確立有彆于精英教育培養目標和培養標準的教育質量觀;二是辦學特色定位,以網絡教育、繫統辦學、整體效能、“跨界”產品和開放閤作教育的辦學特點,形成多層次、多樣化的各類教育質量標準,確立開放大學麵嚮大衆教育和終身教育的教育質量體繫,實現國傢開放大學促進教育公平的新使命。

Due to the different missions and functions possessed by the Open University compared with regular higher education institutions, the educational quality view required by the Open University of China should contain new connotations. The Internet thinking should be utilized, centered around such core concepts as openness, cooperativeness and innovation, to form the educational quality view required by the Open University of China from two orientations: the social demand orientation, which means to set up an educational quality view whose training targets and standards differ from those of the elite education, with mass education and life-long education as its basic connotations and learning for anyone at any time as its educational characteristic; the feature orientation, based on these school-running features including network education, systematic education, overall effectiveness, cross-boundary products, open and cooperative education, the multi-level and multi-form educational quality standard should he formed, and the education quality system of the Open University towards mass education and life-long education should be established to realize the new mission of the Open University of China for promoting educational equity.
