当前全球变化以及环境质量问题已经威胁到了人类发展,正确认识人类发展进程中的环境保护和低碳活动尤为重要。为揭示我国低碳、环保与发展之间的关系及其演变特点,研究通过构建地区低碳环保发展指数,并选择我国30个样本地区进行了评价,评价结果显示：我国地区间低碳、环保和发展区域差异较大,且指数在空间上有不同分布特征;动态看,近期环保指数和发展指数的评价得分增长趋势明显,但低碳指数的评价得分却有所下降;从指数间相互关系看,发展指数与环保指数具有一定正相关关系,但低碳指数与环保指数、低碳指数与发展指数之间的关系并不明显,这说明当前我国低碳活动与经济社会发展脱节现象严重,通过经济手段降低碳排放仍有较大空间。

Global changing and environmental quality problems are threatening the human development, so it is importantto correct understand the low-carbon activities and environment protection. In order to discover the relationship betweenlow carbon, environmental protection and development in China, this article first constructs the index of low-carbon,environmental protection and development, and evaluate it by chosen sample region at provincial scale. The result showsthat three indexes have a big difference among sample regions, and there are different distribution characteristics inthe space. In the view of development point, environment protection index and development index increase obviouslyrecently, but low-carbon index had decreased. More important is that there is a certain positive correlation betweendevelopment index and environmental protection index, but the relationship between development index and low-carbonindex, low-carbon index and environment protection index not obvious.
