Syllabus; comparative study; teaching Chinese to minority nationalities; Chinese language teaching in Singapore
当今世界,教育的发展与改革已成为各国应对日趋激烈的国际竞争的重要战略。近年来,各国相继出台了基础教育课程改革的纲领性文件和新的课程标准,课程改革已成为世界性的趋势。2014年,新加坡教育部颁布了新的《小学华文课程标准2015》,我国教育部于2013年颁布了《民族中小学汉语课程标准(义务教育)》。鉴于新加坡与我国少数民族地区都实施双语教育,文章对这两课程标准中语言能力描述进行了比较研究,分析两个课程标准的特点与差异性,讨论了在小学阶段汉语作为第二语言的能力描述。

In today's world,the development and reform of education has become an important strategy of each country to deal with more and more intense international competition.In recent years,many countries have issued framework documents about basic education reforms and new syllabuses in succession.The Curriculum Planning Development Division of the Ministry of Education of Singapore issued Syllabus of Chinese Language for Primary Schools 2015 in 2014while the Ministry of Education of China issued Syllabus of Chinese Language for Full Time Minority Primary and Secondary Schools(for compulsory education)in 2013.Since bilingual education is carried out in both Singapore and the minority regions of China,this paper give a comparative study of the required language competence in the above-mentioned two syllabuses,their the characteristics and differences as well as their description of the competence of learning Chinese as a second language in the primary schools.
