谈治理绩效,必关涉治理边界。在新时期构建治理体系,提升治理绩效,首要的就是厘清治理的边界,明晰各治理主体的权责。社会治理是国家治理的重要组成部分,成都市在厘清社会治理边界方面积累了一定经验,通过细分类目,以科学化治理拓展治理规模;通过激活既有资源,深入挖掘边界内的治理潜力;通过主动修正传统治理边界,应变社会治理的环境变化。成都的探索为当代中国其他地区的社会治理实践提供了治理边界准则、政府边界定位等启示和思考。

Governance performance relates closely to governance boundary. In the new era the basic work for build- ing governance system and improving governance performance is to clarify the boundary and the responsibilities of the governance body. Polarization tendency that exists in daily governance is due to its blurring the governance boundary. Chengdu accumulates certain experience in specifying social governance boundary and questions certain related issues as well, which enlightens people to take deeper consideration on the rules of governance boundary, orientation of govern- ment＇ s border.
