近年来，衡水市民间资本异常流动引发案件较多，表现在房地产、农民合作社、互联网操作、资金链断裂等领域，主要是由于高额利润的诱惑、法律意识淡薄、管理经验缺乏、政策滞后等因素造成的侦办此类案件遇到了法律迷茫、案件定性、调查取证的困境防范应对此类案件应做到及时关注，多预警，多提示；早发现、早打击，将风险防控在最小；在打击过程中，注意做好维稳，注意方式方法；在执法中遇到法律适用问题及时传递到立法部门；注意总结归纳，逐步建立预警防控长效机制．

In recent years, the abnormal flow of Hengshui folk capital has triggered many law cases, which is represented inreal estate, farmers＇ cooperatives, Intemet operations, capital chain rupture and other fields. It is mainly caused by factors suchas the lure of high profits, weak legal consciousness, lack of management experience and lag of policy. Probing such casesmet some difficulties, such as the legal confusion, determination of the nature of the cases and case investigation. Keepingwatch and dealing with such cases, we should pay attention to it timely, give more warnings and more suggestions; we shoulddiscover early and strike early, controlling the risk to the minimum; we should get stability, paying attention to the methods inthe process of the strike; we should timely pass the law problems to the legislative branch in the process of enforcement; weshould pay attention to summarizing and gradually establish a long-term effective mechanism of early warning, preventionand control.
