The paper expounds the revision history of ＂Rules and Regulations on Libraries in instituons of higher Education＂, analyses the legal background of name changing, actual legal status, and possible legal effect. Some suggestions of the second revision for ＂Rules and Regulations on Libraries in Instituons of Higher Education＂ are proposed such as. determining a reasonable name, constructing the library law system, considering the details according to the ＂Regulations＂ requirements, and seeking the legal route to legalization.
