随着我国大学生资助经费额度的急剧攀升，如何提升巨额资金的管理和使用绩效成为政府关注的焦点问题。对2013年度中央直属120所高校的大学生资助管理绩效进行实证评估显示，中央直属高校大学生资助管理工作保持良好绩效水平，基础建设、政策落实、信息管理、育人成效等指标评价较为突出，但在成效宣传、还款质量、信息平台建设、勤工助学等方面还存在一定问题。对此，充分发挥高校大学生资助政策“阳光育人”作用，进一步提高大学生资助管理绩效应加大资助成效宣传力度，发挥典型示范作用；开展诚信意识教育，提升贷款还款质量；加强信息平台建设，完善政簏发布功能；拓宽勤工助学渠道，深化政策落实程度。

Along with the sharply rising of college student aid investment in China, how to improve the performance of the management and investment of the amounts of funds has increasingly become one of the government＇s focuses. With the empirical evaluation about college student aid management performance in the 120 colleges directly under central management in 2013, it is found out that the student aid management of colleges under central management has achieved favorable performsl, the performance achievements exist in the aspects of infrastructure, policy implementation, information management and educational effectiveness. However, there are still some problems in effective propaganda, repayment quality, information platform construction and work-study program, etc. To improve and give full play to the educative function of college student aid policy, we should further strengthen effective propaganda and develop model demonstration; carry out integrity education and promote the quality of repayment; reinforce the construction of information platform and improve policy announcing function; broaden the methods of work-study program and deepen policy implementation.
