高校产权制度是制度化的高校产权关系或对高校产权关系的制度化，是划分、确定、界定、行使和保护高校产权的一系列规则。产权制度创新是中国高校提高效率、满足市场需求的逻辑起点。中国高校产权制度的改革要从产权的五个权项入手，遵循产权、契约和国家的基本特征，以产权配置资源功能为切入点，解决目前高校产权主体责任界定虚化和各权能边界不清晰的问题，从法律保障机制、经费保障机制等多个方面来实现中国高校产权制度的创新。

University property right system is the systemized university property relationship or the systemization of university property right relationship, which includes a series of rules to divide, confirm, define, exert and protect the university property rights. The property right system innovation is the logical starting point of Chinese universities to improve efficiency and meet the market demand. The reform of Chinese university property right system should start with five claims, follow the basic characteristics of property right, contract and the state, and take the function of property rights disposition as the entry point, so as to solve the problems of the current entity responsibility partition grammaticalization of the university property rights and unclear boundary of the rights, and realize the innovation of Chinese university property right system from the respects of legal guarantee mechanism, and expenditure security mechanism, etc.
