师资力量配置失衡是义务教育均衡发展的重要掣肘,而校长教师交流轮岗是破解这一难题的重要举措。近年来,伴随着国家一系列相关政策的出台,西部地区县域已初步建立起了校长教师交流轮岗机制,这在一定程度上有力地促进了义务教育均衡发展。但在实施中面临着利益相关者政策认同不统一、体制机制不完善、经费投入不足等突出问题与矛盾。西部地区县域欲更加有效地推进校长教师交流轮岗,亟待加强宣传引导、提升对交流轮岗政策的认同度,完善制度设计、健全运行机制,提供配套经费、强化激励措施,深化理论研究、提供科学支撑。

The unbalanced allocation of faculty is an important handicap of the balanced development of compulsory education, while the exchange and work shift of schoolmasters and teachers is an important measure to solve the problem. Recently, with the launch of national series of related policies, exchange and work shift mechanism of schoolmasters and teachers has been established initially in the western areas, which has partly effectively promoted the balanced development of compulsory education. However, we are facing the prominent problems and contradictions such as the disunity of policy identity among stakeholders, the imperfect system and mechanism, and the shortage of funds, etc., in the implementation. In order to more effectively push forward the exchange and work shift of schoolmasters and teachers in the western areas, we shall strengthen propaganda and guidance, upgrade the degree of recognition on the policy of exchange and work shift, perfect system designing, improve the operating mechanism, offer special funds, intensify incentive measures, deepen theoretical research, and provide scientific support.
