从中国人大制度的创立与发展来看，国家制度与国际社会的关系既符合一般规律，也有特殊之处，后者包括：党对改革开放的坚强领导有利于制度完善；国际经验比照往往成为中国内化国际制度的干预变量；超级大国对于国家制度的国际社会化有重要的影响。具体而言，人民代表大会制度吸纳了国际社会公认的三大政治原则，即代议制原则、人民主权原则和现代法治理念，还借鉴了先进国际政治文化的探索成果。冷战格局下，苏联从国际法治角度“助产”人大制度，波匈事件、赫鲁晓夫秘密报告事件对中国国家制度建设影响深远。冷战结束以来，国际义务国内法治化是国际社会影响国家制度的最新途径。

The study of interaction between domestic politics and international society was on the rise in China today, partly because of the new wave of theoretical debates over to what extent China could be shaped politically and institutionally by the international society and how China takes stride in reforming the norms in the world order. A case study of China People＇s Congress from the perspective of its history showed that there was no too much exception to the norm of the construction of internal institutions by international society, and that China displayed its characteristics including utmost position of party leadership, the role of superpower in socialization, keen concern over foreign intervention, and priority of internal political stability. The People＇s Congress had adopted basic political principals such as people sovereignty, representative government, and rule of law, which were accepted and valued by all the UN members. Since the end of Cold War, there has emerged a n world system that China furthers to its policy of reform and openness ew way of socializing China into the by means of domestic legalization of international obligations and commitments.
