社会主义市场经济体制推动了以新生代农民工为主体的工人阶级作为社会阶级而兴起，即作为有着强烈公民权利意识的社会集团出现并同国家处在持续的冲突之中。为此必须容纳新生代农民工的公民权利诉求进而构建开放型的劳资治理体制。构建开放型治理体制的实质就是将劳资领域从国家直接控制的状态转化为自治性质的社会领域，这就意味着劳资治理要相对独立于行政管制的过程，进入社会治理的范畴。作为社会治理的重要领域，劳资冲突治理的关键是借助制度创新确立新生代农民工的政治权利，从而最终将以新生代农民工为主体的工人阶级制度化。创建国家制度以整合工人阶级是社会治理现代化的基本议题，一个制度化的工人阶级的存在是社会治理现代化的重要标志。

Socialist market economic system promote to the new generation of migrant workers as the main body of the working class, and it as a social group that has strong civil rights consciousness which conflict with the state, so the state must construct the openly type system to accommodate the new generation of migrant workers＇ claims. The essence of the openly type system is to transfer the labor- capital relations into autonomous field, that is, the management of labor-capital relations must break away from administrative control. As an important field of social governance, the governance of labor-capital relations need to establish the political rights of the migrant workers by institution innovation, which will ultimately integrate the new generation of migrant workers into the political order. The integration of working class is the basic issue of social governance modernization, and its key symbol is the existence of a institutionalized working class.
