家庭、企业和政府的关系事实上是一种委托-代理关系，基于为家庭和企业服务、追求经济效率的中性政府假定和贝克尔的家庭分析模型，构建一个拓展的家庭效用函数，分析家庭发展、企业行为、经济运行和政府作用的关系。基本结论是，市场效率依赖于家庭与企业之间的协同互动，市场对资源配置的决定作用也就是家庭和企业对资源分配的共同决定，家庭、企业具有资源配置的自主权是市场充分发挥作用的基础。政府对家庭的过度干预，既伤害家庭功能、又压缩企业利润，实质上是限制市场。家庭发展政策应该为至高无上的家庭自由、自主、自治提供制度性保护，追求对家庭的宽容和福利增加。

There are principal-agent relationships between families, firms and the government basically. Based on the Becker＇s family treaties model and the hypothesis of the disinterested government that served households and firms, aimed at economic development. In this paper, the family utility function has been expanded; the relationship of family development, firms behavior, economic operation and the governmental roles have been discussed deeply. The basic conclusion is that the market efficiency depended on the interaction between families and firms. Basically, the determination of market on resource allocation is the common decisions of families and firms. The sovereignties from the families and firms resource allocation are the fundamental of the market mechanism. The excess government involvement in family affairs not only harms to the family function, but also to the firm＇s profit, moreover market mechanism destroyed essentially. Finally, the family development policy implications have been discussed, the institutional protection should be provided for the sovereign freedom, highest authority, as well as highest autonomous of families, pursued more tolerant and growing welfare.
