智库是国家软实力和话语权的代表,在全球化进程中发挥着重要作用,日益受到党和国家的高度重视。然而,现阶段我国智库国际影响力亟待提升,表现在创新理论不足、国际研究视野不够开阔、缺乏有影响力的国际输出等方面,其原因既有主观意识,也受客观条件的影响。而海归人才在人才分布、专业构成以及对国际研究语境的熟悉程度、第一手资料收集及智库国际化管理等方面独具优势,可以弥补现阶段智库的不足。因此,从协同理论视角出发,打造多元主体非线性、多角色、网络化、开放性智库内外协同机制,并从管理机制、评价体系和搭建协同平台入手,促进海归人才回归,是提升现阶段智库国际影响力的有效途径。
