京津冀产业协同发展已经上升为国家战略,研究产业协同发展既有实践需要,也有理论价值. 协同发展是区域多目标下的共赢,其意味着各自产业之间能够相互影响,相互感应. 目前京津冀产业协同发展存在区域发展价值取向单一、市场活力弱、河北承接转移能力差等困境. 未来在诸多保障措施中,应特别重视京津冀三地增量利益共享机制、环境保护和治理以及新兴产业培育等. 在未来规划实施过程中,要能对协同发展水平进行客观度量. 通过实证研究发现,目前河北的经济主要受自身资本存量和劳动力影响,北京对其影响非常有限.

The coordinated development of Beijing Tianjin Hebei is important, and it has become a national strategy. Studying the industry coordinated development has not only the practical needs, but also some theoretical value. At present, there are some questions about the coordinated development, including a single regional development values, imperfect market mechanism, and poor ability to undertake the transfer in Hebei. In the feature, government should build incremental benefit-sharing mechanisms, provide environmental protection, and foster high-tech industries. In the process of planning implementation, the effect of the coordinated development of Beijing Tianjin Hebei should be measured. In this paper, the empirical study find that the economic level of Hebei determined by its capital stock and labor, and the impact coming from Beijing is very limited.
