Institutional barriers become the main factors to restrain the development of higher vocational colleges, from which leads to such problems as blocking and segmentation of teaching materials inside the higher vocational colleges and low innovative ability for the region economy outside the higher vocational colleges. Collaborative innovation will be the main approach to improve the core competitiveness in higher vocational colleges. The college should make a good disposal of administration inside and outside of it while involving in collaborative innovation. It should carry out the reform in the field of education and teaching, teaching staff, science and technology research led by collaborative innovation in order to achieve the aim of improving the quality of talents training in higher vocational colleges.
