在对已有评价标准深入剖析的基础上，结合中国互联电网的具体情况，以标准的制定目的为基础，提出了“自上而下”和兼顾安全、优质、经济的标准制定原则。依据该原则，以标准主体、时间尺度和频率偏差系数等为切入点，论述了实现控制目标的手段。指出了中国互联电网运行控制性能评价标准制定需研究的六方面的问题，并分别进行了分析与探讨。分析表明，开展评价标准的基础理论研究十分必要，应针对具体问题积极开展适合中国实际情况的新标准研究。

On the basis of an in-depth analysis of the existing evaluation criteria,according to the specific situation of China”s interconnected power grids,and with the aim of standard formulation as the foundation,the from-top-to-bottom principles of standard formulation while taking safety,quality,economy into account are proposed,which are based on the aims of standard formulation.According to the principles,taking standard body,time scale,and frequency deviation coefficient as the starting point,the means of achieving control objectives is discussed.Then,the six issues to be researched in formulating operation control performance assessment criteria of China”s interconnected power grids are pointed out analysed and discussed.Analysis shows that basic research on the assessment criteria is indispensable.Studies on specific new criteria issues applicable to China”s actual situation should be studied.
