该文对当下基层卫生计生监督工作人员面对的主要问题及应具备素质进行了探讨，面对新时期基层卫生计生监督新情况，一些卫生计生监督人员不适应形势的发展需要，法制意识、自律意识、业务素质不强，影响了工作的开展；针对这一情况该文阐述基层卫生计生监督人员应有的专业素质，以期更好地开展工作及规避风险。
