借鉴著名的冰山模型与洋葱模型，通过德尔菲法和层次分析法构建了高层次创业人才能力评价指标体系。该评价指标体系包括：7个一级指标、16个二级指标、40个三级指标。以期对各级政府高层次创业人才的评价、筛选起到良好的指导作用，也期望为企业选拔、培养高层次人才及创业人才的自我评估提供一定的参考价值。

With reference of the famous Iceberg model and Onion model,by way of Delphi method and AHP, the high-level en-trepreneurs’ Talent evaluation index system consists of 7 first-level indicators,16 second-level indicators and 40 third-level indi-cators. The 7 first-level indicators include knowledge,experience, character,commitment,forecasting and decision-making abili-ties,abilities of scientific management and relationship management. It is expected to have a very good instruction and reference value on the selection,cultivation,evaluation and self-assessment of high-level entrepreneurs for governments and enterprises.
