作为非正式约束力量的文化广泛存在于诸多领域，通过心理、信念、意识、信仰而实现对公民行为、社会政治体系和政治系统运转产生作用，形成影响。从文化视角看腐败滋生与蔓延的深层原因，一是传统“官本位”文化信念导致官僚主义，二是转型时期多种文化价值观念互相碰撞，三是传统顺从型文化的意识导致监督机制的不健全。因此，加强社会政治文化建设，增强文化的约束力，明确从法制观念、思想意识和道德准则三个文化层面来构建反腐策略。

Culture , as an informal constraint force , exists widely in many fields , through the factors of psy-chology , belief and consciousness;it has impact on the behavior of citizens , social political system and the opera-tion of political system .From the perspective of culture , the root reason of the breeding and spreading of corruption is the traditional cultural beliefs of “official rank standard” that leads to bureaucracy .The second reason is the ap-pearance of various ideas of cultural value in the transitional period .The third is the traditional compliance culture results in the imperfect supervision mechanism .Therefore , to strengthen the social and political cultural construc-tion, increase the cultural constraint , make clear the legal concept , ideology and moral standards of the three cul-tural aspects to build anti-corruption strategy .
