粗放浪费、利用率低下的城市土地利用方式背离河南乃至全国人多地少的基本省情、国情和可持续发展的要求，亟须转变。造成土地利用率低的原因是多方面的，节约集约用地、提高城市土地利用率须多管齐下，重点是要在以下几个方面下功夫：强化可持续发展理念和节约资源理念；完善城市发展规划与土地利用规划，充分发挥规划的基础引领作用；建立科学的适用于不同类型单位的用地规模评估控制指标体系；发挥市场配置土地资源的功能和市场机制的激励约束作用，完善土地价格政策；建立健全土地管理制度和相关法律法规并加大执法力度。

The current mode of urban land use featuring extensive development and huge waste with low yields devi-ates from the basic provincial and national conditions and the requirements for sustainable development in Henan and even China at large.Henan is a province having a large population with relatively little arable land.The land utilization mode in Henan must undergo an urgent change.Reasons behind the low efficiency in urban land use are many faceted.In order to economize the use of urban land and improve urban land utilization rate, priorities must be given to the following aspects:strengthening the concept of sustainable development and resource saving, impro-ving urban development planning and land utilization planning, establishing scientific management system and land utilization appraisal and control system, giving full play to the basic function of the market in allocating resources and adjusting land price policies, as well as enhancing land management system and relevant laws and regulations while strengthening law enforcement efforts.
