本文在对我国城乡居民基本医疗保险筹资政策历史发展过程进行梳理的基础上，归纳了城乡居民医保在覆盖范围、筹资责任、筹资水平等方面的主要特点，将筹资政策具体划分为基本政策、差别性政策、手段性政策和激励性政策并分别说明，分析存在的问题与挑战并提出完善城乡居民医疗保险筹资政策的建议。

Based on systemically reviews on the development of fund-raising policy for urban and rural residents’ medical insurance, we summarize the main characteristics of fund-raising in the area of covering scope, responsibility and levels of fund-raising, and classify the fund-raising policy as basic policy, differentiated policy, artifi cial policy and motivative policy, which lays foundation for analyzing problems and challenges, as well as making suggestion on improving the fund-raising policy.
