军屯在明初是军饷的重要来源，宣德以后，开始败坏。嘉靖年间朝廷虽多次出台整顿军屯的政策，河南的屯田面积一度有所增加，但是并不能从根本上改变军屯败坏的趋势。河南军屯破坏的首要原因是屯田失额，屯田失额主要包括屯田被势家豪强兼并，被军官私占、变卖，被藩王侵占等。军屯破坏的另一原因是军士逃亡。军屯败坏问题，直至明终也未能解决。
