高校是现代文化引领的主阵地，不仅有人才培养、科学研究、服务社会的功能，还具有一批有影响力的文化传播者，对于现代文化起到至关重要的引导作用。然而，近年来，随着“三股势力”将渗透重点转移到新疆高校青年学生群体，高校文化建设、意识形态领域建设及思想政治教育工作遇到了许多新情况、新问题。中央新疆工作座谈会议提出了“以现代文化为引领”，大力发展一体多元、融合开放、具有新疆特色的现代文化，推动新疆文化大发展大繁荣，这对于新疆高校文化的建设具有建设性的引导作用。在这种大背景下，高校文化创建、思想政治教育工作又具有特殊意义，必须以高校文化建设为切入点，改进和加强思想政治教育工作，从加强高校文化的培育、注重文化建设的落实、管理方法的创新和典型榜样的树立四个方面为抓手，以加强校园精神文化建设、校园制度文化建设和校园物质文化建设。以现代文化为引领的高校文化与高校的思想政治教育工作紧密结合，开创新疆高校思想政治教育工作的新局面，促进新疆高校教育事业的发展与进步，为新疆经济发展、政治进步、社会稳定、民生幸福夯实基础。

The university, the main position under the guidance of modern culture, not only plays a role in talent cultivation, scien-tific research and social service, but also possesses a group of in-fluential cultural communicators who play a vital guiding role in modern culture. However, in recent years, with the focus of the infiltration of the"three forces"shifting to university students in Xinjiang, university cultural construction, ideological construc-tion and ideological and political work have encountered many new situations and problems. Xinjiang Work Forum of the Central Committee proposed that we should vigorously develop integrated but diversified and open modern culture with Xinjiang character-istics and promote the great development and prosperity of Xin-jiang culture"under the guidance of modern culture", which is of constructive guiding role for university cultural construction in Xinjiang. Under this background, university cultural construction and ideological and political education are of special significance. With university cultural construction as the breakthrough point, we must improve and strengthen ideological and political educa-tion, and enhance campus spiritual and cultural construction, campus system cultural construction and campus material cultur-al construction from enhancing university cultural cultivation, fo-cusing on the implementation of cultural construction, the inno-vation of management methods and the establishment of typical examples. The close combination between university culture and ideological and political education under the guidance of modern culture will help establish a new situation for university ideologi-cal and political education in Xinjiang, promote the development and progress of higher education in Xinjiang, and lay a solid foundation for economic development, political progress, social stability and the happiness of the people's livelihood in Xinjiang.
