随着社会快速发展和公立医院改革的深入推进，公立医院作为公益性事业单位，正面临着人事改革的重要课题。如何建立科学合理的行政人事管理体制和激励机制是其中重要一环。笔者结合自己所在医院开展的职能部门主管选聘机制，探讨创新公立医院行政人事管理体制，提升医院管理水平。指出建立主管选聘机制，拓宽了医院行政职能部门人员的晋升渠道，搭建了一个新的平台，形成了良好的薪酬激励机制。

With the rapid development of society and the reform of public hospitals, as a public welfare institution, public hospital is facing the important subject of personnel reform. How to establish a scientific and reasonable administrative personnel management system and incentive mechanism is one of the most important parts. Combined with the practice of manager selection mechanism in a hospital, the administrative personnel management system innovation of public hospital is discussed. It shows that establishing manager selection mechanism can help expanding administrators’ career and shaping good compensation incentive mechanism.
