制定风电并网功率的爬坡限制指标可以有效抑制风电剧烈爬坡事件对电网频率偏差的影响.提出了一种考虑电网频率偏差的风电功率爬坡限制指标动态优化策略,根据电网的实时运行情况,对风电并网功率爬坡限制指标进行动态优化,使系统频率始终处于安全范围内.首先以电网的动态频率特性为基础,建立含一次调频和二次调频特性的电力系统频率仿真模型;然后利用二分法,根据电网频率偏差限值获得最优爬坡限制指标,从而有效避免了因固定爬坡限制指标过于宽松而导致的系统状态越限,以及爬坡限制指标过于苛刻而导致的风电场爬坡控制经济性较差的缺点.最后,通过IEEE RTS算例的仿真结果验证了所提策略的有效性.

Specifying a wind power ramp limitation can reduce the impact of rapid wind power ramp event on system frequency deviation effectively. A dynamic optimization of wind power ramp limitation based on power system frequency deviation is proposed in this paper. The optimal wind power ramp limitation is updated according to the realtime condition of power grid to control the frequency deviation. A power system frequency simulation model is established based on the dynamic frequency characteristics analysis, including the primary and secondary frequency regulations. Then the dichotomy method is used to obtain the optimal wind power ramp limitation according to the threshold of frequency deviation. The proposed strategy can avoid off-limit of frequency due to a loose ramp limitation and minimize the economic cost of wind farm to meet the ramp limitation. Case studies based on IEEE Reliability Test System (IEEE RTS) verify the validity of proposed strategy.
