本文通过深入研究分析国家、区域科技创新资源配置管理的现状、政策，提出适应区域特征的科技创新资源配置优化机制和对策，以实现科技资源在综合化、专业化两个维度的高效配置，建立完善科技资源与成果转化及产业化服务机制，从而为区域科技创新驱动发展战略提供支撑。

본문통과심입연구분석국가、구역과기창신자원배치관리적현상、정책，제출괄응구역특정적과기창신자원배치우화궤제화대책，이실현과기자원재종합화、전업화량개유도적고효배치，건립완선과기자원여성과전화급산업화복무궤제，종이위구역과기창신구동발전전략제공지탱。
In this paper,we analyzed the current situation and policies of national and regional scientific and technological innovation resource allocation management,proposed the scientific and technological innova?tion resource allocation optimization mechanism and countermeasures in agreement with regional characteris?tics,in order to achieve efficient allocation of scientific and technological resources from comprehensiveand pro?fessional dimensions,establish and improve the scientific and technological resources and achievements trans?fer and industrial service mechanism,so as to provide support for regional scientific and technological innova?tion driven development strategy.
