为探寻更为科学的内河航标分级方法,提出以航标效能为标准对内河航标进行分级的构想。首先,借鉴海上交通安全评价方法,建立内河航标效能评价层次结构,并利用层次分析法计算各层次指标权重。其次,运用模糊综合评价法构建内河航标效能评价模型,初步探索基于航标效能的内河航标分级标准。最后,探讨基于分级理论的航标配布优化方法和分级管理模式。该方法能有效地弥补航标配布过程中暴露的某些缺陷,优化航标配布体系,提高航标管理效率,进而提高内河航标助航服务质量。

A conception of classifying navigational aids on inland waters based on navigational aid effica-cy is constructed in order to explore a more scientific classification method for navigational aids on inland waters. First,a hierarchical structure of navigational aid efficacy evaluation is designed by referring to the evaluation methodology on marine traffic safety,and the index weights in all layers are calculated by the analytic hierarchy process. Secondly,an evaluation model of navigational aid efficacy on inland waters is built by the fuzzy comprehensive evaluation method. Then,the classification standard of navigational aids based on navigational aid efficacy is explored preliminarily. Finally,the distribution optimization method and the hierarchical management mode of navigational aids are discussed based on the classification theo-ry. Such method can effectively solve particular problems encountered in the process of navigational aid distribution. It also helps to optimize the existing distribution system and enhance management efficiency, which improve the service quality of navigational aids on inland waters.
