扶贫旅游产业链未能有效实现区域资源的整合，是导致大多数地区所实施的扶贫旅游战略成效不明显的深层次原因。论文从产业链的概念出发，结合扶贫旅游的本质要求，给出扶贫旅游产业链的定义，并对其发展和演化规律进行分析并指出：与一般旅游产业链相比，扶贫旅游产业链更加强调价值分配和更加注重产业链本地化，其发展一般要经历从简单到复杂、从线性到网状的发展过程。在此基础上，基于我国扶贫旅游产业链存在的短窄化、脱节化、非本地化、同质化等问题，结合扶贫旅游产业链优化的内涵及其意义分析，提出提升扶贫旅游产业链价值创造能力及价值分配功能的对策建议，具体包括培育核心扶贫旅游企业、加强产业链整合、加快产业链本地化、加强产业和部门融合及区域合作等。

The pro-poor tourism industry chain can not integrate regional re-sources effectively, which is the deep-seated reason for the failure of pro-poor tourism strategy in most areas. Starting from the concept of indus-trial chain and combining with the characteristics of pro-poor tourism, the paper gives the definition of pro-poor tourism industrial chain and analyzes its development and evolution. It points out that compared to tourism industry chain,the pro-poor tourism industry chain pays more attention to value distri-bution and localization.The development of pro-poor tourism industry chain generally experiences from simple to complex, from linear to nonlinear.Based on the basis of the existing problems, such as non localization, homogeneity and so on,it also analyzes the connotation and significance of optimization, and puts forward many paths to optimize the pro-poor tourism industrial chain in China, such as cultivating the core poverty tourism enterprises, strength-ening the integration of industrial chain, accelerating the localization in-dustry chain, strengthening industry convergence and regional cooperation.
