基于DEA-Tobit模型和2000~2010年面板数据,测度了17个国家研发类FDI的绩效,并对其影响因素进行了实证研究,结论显示：各国吸收利用研发类FDI的能力得到了提升,其中技术水平进步是促进TFP增长的主要动力；中国利用研发类FDI绩效在17个国家中排在第三位,但考察期内的TFP均值仅为0．998,低于1．022的平均水平,其TFP呈下降趋势主要由规模效率变化呈现年均0．2%的下降引致；市场开放程度与利用研发类FDI绩效之间存在显著的正相关关系,是影响各国利用研发类FDI绩效的关键因素。

Based on DEA-Tobit model and the 2000~2010 panel data, this paper measured the 17 national R&D category FDI performance, and conducted empirical research on its influencing factors. It has concluded that:each country’s ability for absorption and utilization of R&D of FDI has been improved, technical level which is the main driving force to promote the progress of TFP growth;China uses R&D of FDI performance in 17 countries ranked No. 3, but the average study peri-od TFP is only 0. 998, lower than the average level of 1. 022, the TFP was average annual decline of 0. 2% decline mainly caused by scale efficiency change presents;there was a significant positive correlation between the degree of market open-ness and FDI performance category using R&D is a key factor affecting developed countries in the use of class FDI perform-ance.
