目的：从疾控机构绩效考核指标中抽取指标建立区级突发公共卫生事件应急处置能力评估体系。方法采用德尔菲法和专家访谈法确定应急能力评估体系包含的具体量化指标，指标权重采用相关疾控机构绩效考核指标的默认权重。结果共选中29个指标作为区级突发公共卫生事件处置能力评估指标，结合相关疾控机构绩效考核指标的默认权重，建立了区级突发公共卫生事件处置能力评估指标体系。结论研究构建的应急处置能力评估体系，横向具有可推广性，纵向可开展同一地区历年之间的比较，仍可根据各地的实际情况有针对性地进行适当调整和优化。

Objective: To establish the evaluation system of district-scale public health emergency handing ability with the indexes of the performance appraisal of CDC.Methods: To confirm the quantified indexes of the evaluation system of emergency handing ability with Delphi’s and expert interview method, the weight of the indexes use the relevant default weight of CDC’s performance appraisal indexes.Results: 29 indexes are chosen as the evaluating indexes of the evaluation system of district-scale public health emergency handing ability, to establish the evaluation system of district-scale public health emergency handing ability with the indexes chosen combined with relevant default weight of CDC’s performance appraisal indexes.Conclusion: To establish the evaluation system of emergency handing ability provides the transverse with extension and longitudinal comparability in the same area among different years, the system can also be specifically adjusted and optimized according to the realities of different places.
