小城镇建设是县域经济的有效载体，是县域经济快速发展的基础也是重要引擎。内蒙古在小城镇建设推动县域经济发展过程中，城镇建设出现了新的特点，但也存在诸多问题。因此要培育壮大城镇支柱产业，建立城乡统一劳动力市场；挖掘城镇潜力，培育城镇特色，增强城镇集聚能力；鼓励小城镇联合发展，提升县域经济实力；发展多样化的城镇化模式；充分考虑产业支撑和资源环境承载能力，适度控制城镇规模。
소성진건설시현역경제적유효재체，시현역경제쾌속발전적기출야시중요인경。내몽고재소성진건설추동현역경제발전과정중，성진건설출현료신적특점，단야존재제다문제。인차요배육장대성진지주산업，건립성향통일노동력시장；알굴성진잠력，배육성진특색，증강성진집취능력；고려소성진연합발전，제승현역경제실력；발전다양화적성진화모식；충분고필산업지탱화자원배경승재능력，괄도공제성진규모。
Small tow n construction is an effective vehicle for the county economy .Small tow ns in Inner Mongolia are not only the basis for the rapid development of county economy ,but also an important en‐gine .In the process of small tow n promoting the county's economic development ,urban construction emer‐gences new features ,but there are many problems .Therefore ,we should foster the growth of pillar indus‐tries and establish a unified labor market ;dig tow n’s potential and cultivate tow n’s characteristics to en‐hance the ability of urban agglomeration ;encourage the joint development of small tow ns to enhance eco‐nomic strength of the county ;develop diverse patterns of urbanization ;fully consider the environmental and industry carrying capacity ,to control the size of the tow n appropriately .
