引入超效率DEA非参数线性规划方法构建了沿海地区蓝绿指数,衡量创造GOP过程中资源消耗、污染排放、环境治理的投入程度,利用Malmquist方法对蓝绿指数变化进行动态分析,构建了聚类矩阵和收敛指数。结果显示:蓝绿指数十年整体均值并不处于蓝绿前沿面,各地区海洋经济增长对资源消耗、污染排放与环境治理的程度呈现出较大差异性,其中上海、广东、海南的蓝绿指数排名位于前列;蓝绿前沿的变化幅度对沿海地区的蓝绿指数产生了较大正向影响;聚类矩阵中除上海、广东呈现“双高”外,其他沿海地区均呈现“单偏”型;收敛指数则表明沿海三大经济区域海洋绿色经济发展差距逐渐缩小。

The super-efficiency DEA non-parametric linear programming method is introduced to build a blue-green index in coastal areas to measure the degree of resource consumption, pollutant discharge and environmental governance investment. The Malmquist is utilized to analyze the change of blue-green index. Together with it, clustering matrix and convergence in-dex are established to explore spatial agglomeration trends. The results show that the overall mean of blue-green indices in ten years is not in the blue-green frontier, and the coastal areas demonstrate a large difference, in which the blue-green indi-ces of Shanghai, Guangdong and Hainan rank among the top. The changes in the blue-green frontier have a positive impact on blue-green indices of coastal areas. In the clustering matrix, all coastal areas display a “single-bias”, except Shanghai and Guangdong. The convergence index indicates that the three major coastal economic zones are narrowing gradually.
