办学理念对办学行为起着先导性作用。结合理论和实例，阐述了大学办学理念的科学内涵，指出了新建地方本科院校存在着办学理念、办学定位等与高等教育发展步伐不相适应的矛盾，明确了办学理念的重要性，并提出了对路径的思考，指出新建地方本科院校的办学理念应结合自身特点和时代发展要求，围绕人才培养这个根本任务，突出服务性、特色化、培养复合应用型人才、人文教育等内涵。

School-running ideas play a guiding role in running schools.Combining theory and prac-tical examples,scientific connotation of school-running ideas is expounded.It is pointed out that in newly-built local universities contradiction still exists between ideas,orientation and disharmo-ny with higher education development.The importance of school-running ideas is made clear, thoughts of the ways are proposed and it is pointed out that school-running ideas of newly-built local universities should combine their own characteristics with the demand of development.A-round the basic task of talent training,such connotation as service,characteristics,inter-discipli-nary talent training,humanistic education and so on is highlighted.
