矿业是黑龙江省的支柱产业之一，而矿业经济的发展离不开矿业权市场机制的约束。本文通过对黑龙江省现有矿业权管理模式的分析，找出当前管理模式存在的问题并提出改革对策，对今后全省矿业权管理的改革进行了有益的探索。

The mining industry is one of the pillar industries in Heilongjiang Province,and the development of the mining economy can not do without the restriction of the market mechanism of mining right. Based on analysis of Heilongjiang Province, the existing mining right management mode,find out the problems that exist in the current management mode and some countermeasures are put forward,on the reform of the province's mining rights management in the future were beneficial exploration.
