政府购买体育公共服务则是由政府出资购买企业、事业以及其他社会组织提供的体育公共服务的行为。在政府购买体育公共服务过程中，地方各级人民政府部门是购买主体，而具备一定资格的企业、事业及社会组织是政府购买体育公共服务的承接主体；政府购买的客体是一定的“体育公共服务”，一般列入政府购买目录中。政府购买体育公共服务法律关系的内容则是政府主体与承接主体双方的权利义务关系，这种权利与义务则是通过政府购买合同来确立的。

Government purchasing of sports public service is the government behavior of purchasing sports public service from enterprises, institutions and other social organizations, in which process, the local people's govern-ments at various levels are the main purchasers with the qualified enterprises, institutions and social organiza-tions as the main suppliers. The object of government purchase is a certain kind of"sports public service” gen-erally included in the government purchasing directory. The content of the purchase is the relations of rights and obligations( which are established by the purchasing contract) between the purchasers and the suppliers.
