自习总书记提出建设“平安中国”以来，各级政法机关以“平安”和“法治”作为工作中的基础性工程，与此同时，各地党委、政府也围绕“平安”和“法治”开展工作。据此，本文尝试从法学的角度探讨“平安”的意蕴，从而说明“平安中国”建设应当坚持的法治路径。

자습총서기제출건설“평안중국”이래，각급정법궤관이“평안”화“법치”작위공작중적기출성공정，여차동시，각지당위、정부야위요“평안”화“법치”개전공작。거차，본문상시종법학적각도탐토“평안”적의온，종이설명“평안중국”건설응당견지적법치로경。
Since General Secretary Xi jingping proposed to constructing "peace China",all or different levels department of Party and government carried out the work around with "peace"and "nomocracy".Accordingly,this writing attempts to dis-cussing the implication of "peace China"in jurisprudence view,and explains that the construction should insist to nomocracy.
