我国正在推进法治国家建设进程，法治政府建设是法治国家建设的重要环节。为了促进法治政府建设，构建法治政府指标体系，对法治政府建设进行评价、引导、预测与激励。通过深入的分析我国法治政府指标体系构建的理论基础，体系结构与体系框架发现法治政府指标体系仍然需要继续完善。因此，笔者建议为保证指标体系评价功能的发挥应该科学划分与确定二级、三级指标，为保证指标体系引导功能的发挥应深入解析每个评价指标的意义，为保证指标体系预测功能的发挥应注重定量与定性相结合，为保证指标体系标杆与激励功能的发挥应注重系统性与区域性相结合。

China is a country under the rule of law to promote the process of construction of the government under the rule of law,which is an important part of the construction of rule of law.In order to promote the construction of the government under the rule of law,we can build the rule of law government index system,evaluation,guidance,prediction and inspiration to the construction of government ruled by law.The theoretical basis through in -depth analysis of index system of government under the rule of law in China construction,system structure and system framework that the government under the rule of law index system still need to improve.Therefore,the author proposed the evaluation index system to ensure the play function should be scientifically divided and determined two level and three level index,in order to ensure the guide function of the index system should play index system prediction function.It should focus on the quantitative and qualitative index system to ensure the use of benchmarking with the incentive function.
