基于当前二维GIS 平台软件（ ArcGIS）与三维GIS平台软件（ CityMaker），给出一个二三维一体化的综合地下管线信息管理系统建设方案。论述了系统总体结构设计、数据组织、二三维联动机制与系统主要实现的功能，系统二维地图窗口负责基于二维管线数据的查询、统计、空间缓冲区分析与管线断面分析，三维场景下管线浏览、属性查询、问题视频图片挂接等，为满足城市综合地下管线信息化建设与管理提供有效途径。

The GIS platform software based on the two-dimensional (ArcGIS) and 3D GIS software (City Maker), scheme of com-prehensive underground pipeline information management system is a two dimensional integration.Discusses the general design of the system structure, data organization, two or three dimensional linkage mechanism and the main function of the system, system of two-dimensional map window for analysis of two dimensional pipeline data query, statistics, spatial buffer and pipeline section based on 3D scene, browse, query, pipeline video pictures hanging and so on, providing an effective way to satisfy the information construction and management of city integrated underground pipeline.
