新建本科院校尤其重视师资队伍建设,因初期大力引进高层次人才,容易引发层次分明的师资"二元结构",衍生科研与职称发展两极分化、绩效与分配相对失衡的阶段性困局.学校要综合运用控制、培养、激励、约束等治理策略,建立促进广大中青年教师转换观念、迅速成长的倒逼机制,努力疏导师资队伍建设走上良性发展的轨道.

The newly-established university emphasizes the construction of teaching staff particularly. Due to the introduction of high-level talents in early period, it is easy to have the phenomenon of"dual structure"of faculty lev-el, initiating the polarization of research and title development, the imbalance of performance and distribution. We need to use the control, training, incentives, constraints and other management strategies, and set up promoting ideas to convert the majority of young teachers, with the rapid growth of forced mechanism, making efforts to make the teaching staff embarked on the track of healthy development.
