本文通过对2000—2013年我国西部12省（市、区）主要工业产品产量面板数据的研究，探索在西部地区工业产业转移的一些基本规律。从行业上看，电子信息设备、能源、化工、建材产业向西部强势转入，电力、轿车、食品原料产业向西部明显转入，纺织、钢铁、造纸和部分家电产业从西部微弱转出。而且表现出一定的地域规律。产业转入的原因在于西部的资源禀赋优势、地方政府作用和区外的“污染避难”，转出的原因在于缺少产业集群优势。建议西部承接产业转移时要重视生态环境保护和产业集群建设，同时可以考虑反梯度承接产业转移。

Through the study on the panel data of major industrial products’ output for 12 provinces of western region over the 2000—2013 period, this paper reveals the some laws of industrial shift for the re-gion.From the industry view, electronic information equipment industry, energy industry and chemical industry were transformed into the western region strongly, automobile industry, power industry and some food industry were transformed into here obviously, but the textile industry and steel and iron industry were transformed out.It has showed some rules.The resource endowment, government power and the outside of “pollution haven” promote above industries into the region, and lacking the advantage of in-dustrial cluster promotes some out.This paper suggests that the western region pay much attention to eco-logical environment protection and industrial cluster construction in the process of industry acceptance, meanwhile, accepting industry shifts by the counter gradient theory can be considered.
